As you said, he is shooting 31% from 3pt but that is NOT a good rate. His efficiency (or lack thereof) matters more. Raw numbers don't really matter anymore in today's league, everyone averages gaudy numbers w/ enough touches. Porter's percentages (42/31/73) are not great. I would think he'd be hovering around the 79/80 OVR area. In the 5 games he played since the previous ratings update he averaged 21.2 points, 6.6 assists, and 38% from 3 including a huge 50 point game.
